Dr. Arturo Robles Rovalo works as a researcher for the Research Center (Centro de Estudios) of the Mexican telecommunications regulator (Instituto Federal de Telecomunicaciones). He is a member of the International Telecommunications Society. His research interests include spectrum management, broadband universalization, digital inclusion and the competitiveness of converging and digital industries. His doctoral research addressed regulation and public policy for telecommunications universal service in Latin America.
