Jim Holmes is an international telecommunications consultant providing telecommunications policy, regulatory and legal advice to the sector, mainly to Governments and to regulators. His earlier career was in the PMG?s Department and its successor organisations, Telecom and Telstra, where he worked in manpower planning, directories, product management, regulatory, and finally was Corporate Secretary before leaving in 1994. In relation to the story inGrand Intentions, He was in Telstra during the early years of Frank Blount?s term as CEO, but was only an observer from afar when Sol Trujillo took his turn at that job. Jim was an inaugural member of the TIO Board and one of a group across the industry involved in its establishment.
